Start a new game in Asteroids Hyper 64, hit the START button to Pause at any point.

Then press and hold the L button, while keeping the L button pressed down, press C-Left, C-Left, C-Right, C-Right, B, A, C-Up, C-Up, C-Down, C-Down, Start.

Now a small debug menu is available.
